Yes: all the programs installed in /usr/bin are expected to have a man page. Moreover all the programs installed in /usr/bin should not have any extension. However with this kind of software it happens very often that scripts are useful only to a few people. Moreover name collisions also happens often. To cope with these problems I think a good strategy would be to install programs somewhere else and then install only a wrapper script in /usr/bin, in order to obtain an interface similar to the git one.
