We will need the dmesg with the latest kernel that you have the issue with for
(1) no Ht case, (2) HT failing case and (3) HT not failing (usb mouse case),
in order to make progress with the root causing of this failure.

The log in comment #6 is with a old kernel and looking the latest kernel I
cannot see how this could be happening.

ACPI sees only one Processor object in DSDT (which matches with DSDT in comment
#7). But, once that happens, "CPU1 - ACPI performance management activated"
should never appear, as we should fail before the perf management is activated. 

When I simulate the missing processor object on a normal system, I see
performance management on CPU1 won't start.
