Since this fails the same way with "acpi=off",
including "irq 10: nobody cared"
this appears to be a driver/system specific bug, and I'm
booting this out of the ACPI category.

There are (root privledged) user-level commands to execute
these assembly instructions for you.  eg.

# inb 0x4d0
0x00
# inb 0x4d1
0x0E

Please run these on your system and it should confirm the state
of the ELCR in the PIC.
