ICH4M GPI_ROUT Register is at offset b8, 
which has 2 bits for each GPI: 
00: no effect 
01: SMI 
10: SCI 
11: Reserved 
 
so...

ba: 01 = SMI for GPI #8, corresponding to GPE 14 (0xE) 
bb: 08 = SCI for GPI #13, corresponding to GPE 29 (0x1D) 
 
But the GPE we care about is #28, and it set to 00 -- no effect. 
So lets enable #28 that as an SCI:

So the question is why the ICH4M GPI_ROUT register 
is programmed incorrectly. 
 
There are a couple of possibilities: 
1. Dell BIOS bug 
   But then why does Windows work properly? 
   Maybe Windows has an ICH4 driver 
   or a system specific workaround? 
2. Linux scribbled on the ICH4 config space 
   But there doesn't seem to be and ICH4 driver, 
   so it would have to be some other code... 
3. Linux provoked the Dell BIOS AML to do the wrong thing. 
   Possible, but this is why we identify ourselves as 
   compatible with Windows.  Maybe in this case it didn't work -- 
   but a quick scan of the DSDT doesn't show scribbling on 
   this register from AML.
