Firstly, none of the workarounds listed above worked for me on my Sony Vaio S460. Dapper could not power off or reboot, Edgy can reboot but not power off.
However I've just tried Herd 1 Desktop CD and it did power off after a LiveCD session. Can anyone confirm this, preferably with an installation and not just booting the Desktop CD? Feisty of course has kernel 2.6.19 at the moment, and Herd 1 i386 runs on linux-image-2.6.19-7-generic version 2.6.19-7.10.
