It turns out I did not have CONFIG_USB_SUSPEND active, so the problem described
here is different to mine.  For completeness I applied the v3 patch but it made
no difference - the machine still locked up (ie: capslock becomes
non-functional) instead of powering off.  I also tried powering off with all USB
modules unloaded and with all modules unloaded (except intel_agp which was
"used" for some reason in text mode) but again there was no difference in 
behaviour.
