Don't use bogus _PSC method in fan device

bad news: your BIOS is broken -- it says that your fan is always on regardless
of its real state (via _PSC object).
good news: there are control methods to turn it off/on, so if fan driver
ignores _PSC, you should be able to control fan. Patch does exactly this, tells
ACPI, that you are not interested in value of _PSC and want direct control...
