The patch fixing the primary issue,
the duplicate MADT issue and missing cpu1 in ACPI mode,
shipped in Linux-2.6.21-rc4-git7.
So that issue and this bug report should be closed.
Please open a new bug report against the cpufreq on cpu1 issue.
