Let me state my experience again which corresponds to the bug status in the different kernel versions for Dapper, Edgy and Feisty:
Dapper could not power off or reboot for me. (Sony Vaio VGN-S460) Edgy could reboot but not power off for me. Feisty can reboot and can power off - fixed for me. Reading recent comments on this bug, it's not clear whether people are complaining about Feisty - which would be a legitimate cause for concern - or about Edgy (or Dapper) which are not fixed. (And unlikely to ever be fixed.)
