Looking up the _PRT entries for these devices in the DSDT:

0000:00:1f.2[D] is hard-coded to GSI x13 = GSI 19

0000:00:1f.4[C] is hard-coded to GSI x17 = GSI 23

                    Package (0x04)
                    {
                        0x000CFFFF,
                        0x00,
                        0x00,

                    },
This confirms the presumption above that ACPI isn't programming
anything here in IOAPIC mode -- it is just following the description
of the hard-coded interrupt connections on the motherboard.
