And two places to configure one option seems to be duplicate. The original idea of thermal.crt is to take no action when critical trip point is reached, including the events to userspace. I'm not sure why we need to do this but IMO, the patches in comment#5 is more reasonable. An event to userspace upon critical trip point is necessary, and users can ignore this notification if no action is really needed.
