The original report was on a different machine and using acpi=noirq worked around the problem. I think it would be best if you could open a new bugzilla, attach a complete dmesg log, the contents of /proc/interrupts before unloading ehci_hcd (when your USB devices don't work), and /proc/interrupts after unloading ehci_hcd (when they do work). Please add me to the CC list of the new bugzilla. Can you tell which USB controller the non-working storage devices are attached to?
