For these machines C-states are disabled/blacklisted, the patch from Yakui could fix that and C-states might work, it would be great if someone has such a machine and is willing to give it a try. Affected people should see somthing similar like this in dmesg: IBM ThinkPad R40e detected - limiting to C* max_cstate.
