Yes.
We can do this but we SHOULD NOT fix it in this way because this is not a
generic solution. Besides, this can done in user space as well.

Yes, as you said, it's "usually" but not "always". If we do it in this way then
we'll get more bug report about no respond from the second power button key
press in one second. :p
User space is free/flexible to implement any workarounds while this is not true
for kernel. :(
