Enable IO-APIC after all cpus are booted

Could you please try the following patch?

It's not a fix, but just to confirm my theory.
I think that the problem is that the IO-APIC is now initialized before all cpus
are put up. The dmesg that works complains about the irqchip not being
connected to pin0, and the message goes away in the broken kernel.

Let's see.
