Provisionally, yes.
I have downloaded and installed that new kernel-2.6.27.4-19.fc9.i686 (and
required kernel-firmware.noarch) and the suspend resume works again - at least
the first time.

I can't comment on the docking issue. But the acpi fix appears to be included
in this kernel.
