Someone just has to reproduce and fix, but normally that requires a mainline kernel (if you want to stay with Ubuntu kernels, you'll have to ask Ubuntu support) Also IOMMU should be independent of acpi=off, so if it works with acpi=off then the IOMMU is likely ok. That iommu=memaper results in a NULL pointer reference is a regression, best you open a separate bug report for that.
