From what little information I've seen on the subject it seems that whether the hotkeys are captured by Linux or not (via the fujitsu driver or elsewhere) depends on the laptop. On my S7020 the brightness hotkeys don't appear visible to software at all (and in fact work perfectly fine without any ACIP video/fijitsu-driver modules loaded). Other models however seem to see the brightness hotkeys in software with the existing code ACPI video/Fujitsu code. So it's a little unclear as to what exactly is needed in the general case.
