    Will you please double check this issue?
    From the /proc/timer_list it seems that the idle_sleep time on CPU0 is far
less than that on CPU1.
   > CPU0 
     .idle_sleeptime : 233332990 nsecs
   > CPU1 
     .idle_sleeptime : 3222196659164 nsecs

    If so, it is thought that very high CPU load is on the CPU0. So it will be
switched to the max CPU freq.
    How about the /proc/timer_list if disabling tickless feature? (by the
adding the boot option of "nohz=off highres=off")
