thanks for test.
Now it is very clear that the issue is related with the local APIC timer.
If the boot option of "nolapic_timer" is added, the system can be booted
successfully.
Do you mean that the box can be booted only when the both boot options of
"idle=nomwait" and "processor.max_cstate=2" are added together?
How about using the boot option of "idle=nomwait" or
"processor.max_cstate=1"?
