I don't understand why _TPC is implemented for CPU0 only,
and it has a hard-coded value 0x03.

All these suggest that you are using a BIOS that is not well implemented.
And I agree with Yakui that this is a BIOS bug.

But anyway, I think the idea of enabling/disabling throttling control in
processor driver, either by kernel config options or module parameters.

I'll attach a patch later.
