I found a workaround:

I contacted the mainboard manufacturer,  they didn't help.
The solution was a BIOS option 'hide XIOAPIC functions': if I enable it, both
cores are detected.  all ACPI functions work correctly

this is just a workaround in case somebody else would encounter the same
problem with a similar configuration
