On my Lenovo Thinkpad T61, the bluetooth device is enabled and disabled by the
thinkpad_acpi module.
On hibernation (no matter if I use tuxonice or in-kernel hibernation support)
the bluetooth device/led is always enabled, no matter how it was before the
hibernation.
