    Thanks for your detailed debug. The last step in course of poweroff is to
write SLP_TYPE/SLP_EN into the PM1A control register. But from your test it
seems that the system can't be powered off even after the
SLP_TYPE/SLP_EN(0x3C01) is written into the PM1A control register(0x404).

     Can the system be powered off by writing the 0x3C01 into 0x404 I/O port
under EFI? 
      Will you please read the output of 0x430 I/O port?
