I also get this warning when I ran acpidump "Wrong checksum for generic table!". I don't know whether this is relevent , but just wanted to let you know. Another thing I noticed from the turbostat output I wrote in my first comment is that when some cpus go offline from one package, *the other package* stops uses c6 state as well. Which doesn't make sense even if the offline cpu goes to c3 instead of c6.
