Computer hangs/freezes before shutting with the text "* Will now halt" on the
screen, starting from patch a3c08e5d80c54e32423efbba113b02942c91f726.
[2.] Full description of the problem/report:
When I issue the command "shutdown -P now" and wait for the computer to shut
down, it goes through all the steps - seemingly - but hangs with the text "*
Will now halt" displayed on the screen. There is no response to keyboard
events: ctrl+alt+delete, caps lock and num lock keys have no effect.
This is a regression that was introduced with the following patch (found using
git-bisect):

x86: Convert irq_chip access to new functions
Before moving the irq chips to the new functions, fixup direct callers.
The cpu offline irq fixup code needs to become generic and archs need
to honour the "force" flag as an indicator, but that's for later.
