The ACPI poweroff sequence is quite standard.
At the very end, we basically pass control to
the BIOS (in SMM).

Likely your system isn't working because the
BIOS SMM code is confused by some state left
behind by Linux.

The fact that you narrowed it down to the
graphics driver is a clue, but I'm not sure
what else you can do with that clue...

perhaps try swapping in a different graphics
card (and thus graphics driver)?
