Power management system always reports those AC adapter state (Plugged in or
offline) that was during boot.
upower -d shows:

The last line "online:" is never changed and depend on the state during boot.

upower -m shows events for /org/freedesktop/UPower/devices/battery_BAT0
 but never shows any event for /org/freedesktop/UPower/devices/line_power_AC
(when AC is plugged and unplugged)

The problem is very similar to
