Steps to reproduce:
1. Make the OS to work in idle mode
2. Keep changing CPU P-State with IPMI set max allowed CPU P-State/T-State
command 2 times per second
3. Use Powertop to log reasons of waking CPUs from C-States

Observations:
1. kacpi_notify process takes ~100 ms/s over 20 seconds, by two system deamons

log from Powertop:
Summary: 342.5 wakeups/second,  0.0 GPU ops/seconds, 0.0 VFS ops/sec and 7.3%

   Usage       Events/s    Category       Description 
   23.4 ms/s   171.6       Process        [kacpi_notify] 

2. After kacpi_notify is done, CPU does not return to C-States immidiately.

Environment:
2x Intel Xeon CPUs, 320GB DDR4, RHEL 6.5
