Actually no. Although I've never seen a notebook where neither 'thermal' nor
'fan' modules would auto-load, it is quite possible the fan is entirely hidden
in firmware. Windows 8.1 doesn't detect any ACPI cooling devices either. At
first when I installed Linux the fan was always on. That got me thinking there
must be a driver for it. But since then I had cases where the fan got switched
off in Linux, so it seems to be operating just like in Windows 8 and is nothing
to worry about.

At this point it's more about how toshiba_acpi (and possibly toshiba_bluetooth)
should behave. They get auto-loaded, but don't seem to have special casing for
this model. toshiba_acpi AFAICT is mostly concerned with probing TOSHIBAs
proprietary HCI management interface, which used to be a reliable source of
information. It could well be that while this model has HCI, it is defunct and
filled with dummy/disabled entries. I'm not knowledgeable enough to tell, but
at least toshiba_acpi does not detect any accelerometers, fans or other
devices. It just prints what it couldn't find.
