When I try to connect to a VGA projector through a Thunderbolt 3 → VGA adapter,
it does not work. It used to work the last time I had to do this, which was in
May 2017, running linux 4.10 or 4.11.

Please tell me what information are required for this bug to be solved and what
should I do to help you fixing it.

Note: I’ve tested two different adapters from two brands (Moshi and Apple),
both exhibit almost the same results. I’ve also recorded `udevadm monitor` logs
in case those could be useful.
