I see exactly the same issue with a Dell XPS 15 7590

- changing the values in /sys/class/backlight/intel_backlight/backlight doesn't
result in a change to screen brightness
- using the fn+f11 (reduce screen brightness) and fn+f12 (increase screen
brightness) results in ACPI errors in dmesg output (shown here for fn+f11)
