On an Asus laptop system with a Ryzen 5000 chipset (CPU and Renoir GPU), if
Windows has powered down the discrete graphics card prior to rebooting into
Windows, the device is never powered back on. It doesn't show up in lspci and
the Nvidia driver installer cannot find it.

Rebooting into Windows, restoring power to the card through the system software
(Armoury Crate in this instance) and then rebooting back into Arch fixed the
issue.
