Could be a directory permissions problem. What is the relationship between the URL of the page and the URL of the image? I.e. is the image in the same directory as the page or a sub-directory of it (both of which would normally be fine) or is it somewhere else.
You might want to tell us the full URLs of both the page and an image you can't see.
