Wrangling CSS is a PITA big time. However, it's gotta be done.... I
highly reccommend the following
A List Apart (www.alistapart.com)
Books:
Eric Meyer on CSS (and all of Eric's associated writings on the web)
Designing with Web Standards (Jeffery Zeldman) - ditto JZ's web writing
Should get you going with some good cross browser stuff.

You're not kidding!
Yesterday I spent the whole day trying to find out why I could
not get my
table cellspacing done in CSS. At the end of the day I found any
article on
the internet that said the CSS of cellspacing only works in
Netscape and
Opera but not IE.
So much for Microsoft leading the way.

The CSS Standard is defined by the W3C:
http://www.w3.org/Style/CSS/
Anything else is, well, irrelevant! I encourage everyone to
write to
standards so that those browsers that do not comply either (1)
go out of
market or (2) are upgraded by their vendor to support open
standards.
This is also much less work than trying to support incompatible
browsers, ie IE.
