Start from the outside and work your way in:

Response.Write "<a></a>"
Response.Write "<a>" & "</a>"
Response.Write "<a>" & rs("vendor") & "</a>"
... "<a>" & rs("vendor") & "</a>"
... "<a href=" & Chr(34) & Chr(34) & ">" & rs("vendor") & "</a>"
... "<a href=" & Chr(34) & "#" & Chr(34) & ">" & rs("vendor") & "</a>"

Chr(34) is vbscript double quote; # was our placeholder:

... "<a href=" & Chr(34) & "http://localhost/vend3.asp?ven_no="; &
Chr(34) & ">" & rs("vendor") & "</a>"
