It all depends upon your use.
 
If you are on an intranet with a corporate NT network / Windows
Authentication:  you can get the logged user.  However:  if you are just
trying to get a logged user from the internet and they have not
Authenticated using Windows Authentication:  you will not be able to get the
"logged user", even if you have a "login" screen for them to access.  
 
Also:  I believe you have to setup IIS for Windows Authentication for each
site.  
 
These could be some of the issues as to why you get an IP vs. the username
