I mentioned that this was a NEW web site....Well as it turns out I had not set "Use new context referencing mode" and "Start without context" in 4D preferences panels. As far as I can tell, if you do not set these correctly, no Cookies will be set and you will not have any session persistence.
I knew it was a config thing, but I would never have guessed that. Good to know.
