Is there any way to dynamically tell at run time what the name of that
session cookie is? (What that .ini setting is set to?)

No.


I am hoping to test off of the existence of that cookie to see if the user
has cookies enabled or not - this way I wouldn't have to create another
cookie and test for its existence instead....

Not a good idea. Sessions should only be created when needed. If someone has not yet logged in or is going to be kicked out anyway, there is no point in creating a session. And if there is no session, there is no session cookie.


Use a temporary cookie to test for cookies being on.
