If it's using 4D as the web server (and not ITK) you could try
checking the web preferences:
File->Database Properties
Then select the "Web Server Publishing" tab (the second one from the
right).
Check the setting "IP Address" if it says "All" change it to the IP
address which is licenced, then restart.
I'm not sure which IP address Active 4D uses to test it's licence
file against, I'm sure Aparajita will answer when he is next on the
list.
