Hitting reload again does not display the images and does not take

account the linked css files.

1. As stated earlier, absolute paths are no longer relative to the
web root
specified in virtualhost.ini
2. refreshing a page locally on the browser wrongly displays the
page: all
relative paths in the output page are wrongly interpreted making
all tags
that have a relative reference to a file no longer displaying
expected
output (img, script, link, ...)

Clearing the cache that hitting the reload button forces a correct
redisplay
of the page.
Does this mean it is working correctly after clearing the cache?
