I stumbled across this issue when trying to pass a query parameter with an ampersand in the value. The ampersand is correctly encoded, and the query string is as follows:?key=Who%26WhatThe resulting query params collection then contains two separate keys - "id" and "What":id "Who" What ""
This is a known bug in rc3 which is fixed in rc4, which will be released today or tomorrow.
