I put up the 4.0 demo up on our development server to use as a guide/ starting point for our fusebox transition. If you click on the CSS Validator link, you get:
        I/O Error: Unknown mime type : text/html,text/html;charset=ISO-8859-1

I replaced the <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" /> tag with UTF-8 and got the exact same error. Removed the meta tag and still got the error. Removing the meta tag causes the xmthl validator to balk "No Character Encoding Found! Falling back to UTF-8."

Don't know if there is a bug in the validator or something is not quite right in Active4D. Only place is see "iso-8859-1" in the web root is the meta tag references. Just wanted to check my CSS changes.
