This all works fine on all my browsers on the Mac, but when I try it on Windows XP Pro with Explorer 6.0 I find that the 'Referer' element of the Request Info is missing and so the redirect gives an error.

Is this something about Explorer 6.0?
What other options do I have to do the same thing?

The Referer header is only set if a page is reached via a link or a post. If the user directly enters an address or uses a bookmar, there is no Referer.

So you can't necessarily count on the Referer being there.

On the other hand, Win IE is the most bug-ridden, dangerous piece of # $*&%# on the planet. Even Microsoft's web designers/programmers hate it. If you hit one of its millions of bugs, there may be no workaround.
