[Active4d-dev] Upgrading to 4.x problem

I am  upgrading my application from A4D version 3 to version 4, 4D  
2003.7. I am having a problem with the URL ENCODE QUERY command in  
that it is putting %3D instead of the = character in the output.

Any ideas on why this is happening?
