I'm in the process of re-reading the A4D Addendum which on each re- read is more clear.

Am I right in thinking that, regardless of the platform charset in use, Active 4D always decodes URL encoded query parameters using the UTF-8 scheme ? (since, for URLs, there's no way to tell the web server what the encoding is).

i.e. Characters in URL query parameters in the range %01-%7f will work since ISO and UTF-8 encodings are the same, but if we are encoding higher values they must use the UTF-8 URL encoding scheme, regardless of the platform charset ?
