Ok, I see. The fbx_layout is executed after the targeted circuit calls Clear 
Response Buffer, and thus the layout writes to the cleared buffer.

-> request
   find target circuit directory
   traverse from root to circuit directory
      in each directory, execute fbx_settings
         in circuit directory, execute fbx_switch
           your fuseactions
         traverse back up to root
      in each directory, execute fbx_layout
   execute root fbx_layout
   write the output to the response buffer

So if you execute 'clear response buffer' in your fuseaction and don't disable 
the layout, they still get written.
