i have seen, that the characters for the Umlauts are also in the so called 
UTF-8 cheat sheet (for example ö = ö ). So it is correct UTF 8.
I have also a month ago tried some stuff with dashcode and it was no Problem.
So I have to speak with the programmer if he really wants UTF-8 as he said.
