Aparajita, Problem source found and solved.
In the structure of the updated system I received, the database settings, compatibility tab, web section, had "Start in Contextual Mode" checked. This feature was in earlier versions in the Web tab. I thought that it was completely eliminated. When unchecked, the structure correctly serves A4D Requests. I know that non-contextual mode is listed in the Active4D documentation, but the interface control feature for it moved. I discovered this because 4D tech support replied to me that sending an html version of menu bar 1 was symptomatic of contextual-mode enabled. Then I searched the language reference manual looking for how to change contextual mode. Then someone explained that interface control feature for contextual mode was on the compatibility tab at the bottom.... Thanks for your help!
