The difference is that, in the new paradigm, the content staff (or someone else) have to get involved in code - i.e. strip the body out, identify head tags for delegation to fbx_settings, access fbx_settings on the server etc.
They cannot be trusted to do this reliably, whereas before they could be trusted to simply upload a fully marked up page to a folder (with the server doing the rest automatically).
Maybe I just have to tell them that they have to add this new business process into the picture but I wanted to explore other avenues first. I know it doesn't sound like much to us developers but it does to business managers.
